学校図書館の活用

Thanks.日本の義務教育である小学校と中学校には、立派な学校図書館が
　備えられている。学校図書館法　があるのだろう。
無論、日本の高校、大学では、それぞれに図書館があり、
　特に大学図書館は、地域と社会にも公開され、利用される。
さて、２００５年４月から、日本で、小学校１、中学校１
　で、コミュニティークールがスタートする。
小学は、埼玉県、中学はどこか。
　あらたに、６２校が申請中とのことであり、続々とコミュニティースクールが
増加する予定である。その傾向は、教育制度の大転換となるだろう。
　コミュニティースクールは、地域の住民が学校経営に参加するものであるらしい。
「市民」参加である。市民思想とは、直接民主主義であり、官僚支配を脱却する
　とともに、代議制議員制度の再編成であろう。一般に、直接民主主義論である。
現在、日本の民主主義改良は、特区　認定という形で地方公共団体（とりあえず、「民意」）
　と政府間の調整で、法律の規制の枠組みの将来的な改変の妥当性を見通しつつ、
特別に先行的に許可しておくのである。
　民意は、市民活動などから出てくる。
　戦後６０年続いた教育制度は、どうやら、大転換のときに突入したようだ。
　うまく行きますかどうか。「団塊の世代」と言って、戦後に急増した、
１９４６、１９４７、１９４８、・・年生まれの人々が定年を迎えるので、
　そのパワーが、学校に行くのではないかと期待されるという。
　暇な人は、ぜひ参画したらよいと思います。
　では、学校図書館ですが、学校での授業時間を割いて、
　図書室を活用する生徒指導を持ったほうが良いであろう。
　読書の時間、独自調査・グループ調査の時間というものを、
　学校での時間にするのである。
　学校図書館は、十分に活用される機会がなく、宝の持ち腐れになる傾向が
　あったように思うのである。
